Since incorporation in 1966, the Village of Hillsborough has been governed by an elected Village Council. Council consists of an elected Mayor and four Councilors—one of which is appointed Deputy Mayor. Village council adopts policies and guidelines, which are managed by the Administrator/Clerk.
